According to a report by the United Nations High Commissioner for Refugees (UNHCR), Uganda has been praised to be the best country for those seeking asylum because of its welcoming policies.
In a recent report by BBC, there are over half a million refugees in Uganda. Many of them are settled in rural communities. International Agencies offer financial help to the government and they believe the Uganda-model shows progressive policies can work.
1. One thing that makes Uganda unique is that refugees are taken in immediately and helped without a lot of questions or suspicions.
2. At the heart of this generosity may be that many people in power know what it is like to be forced to flee.
3. The decades following independence in 1962 saw several internal conflicts, which created thousands of refugees.
4. Even President Yoweri Museveni and some of his cabinet colleagues have been exiles themselves. And in the last 20 years nearly all the countries that border Uganda - the Democratic Republic of Congo, Rwanda, Kenya and South Sudan - have had conflicts which have sent people running to Uganda.
5. As cultures and languages straddle national borders, Ugandans often share family or ethnic ties with some of the people who have come here, making integration easier.
6. Refugees in Uganda are given food, houses, free education for their children. Refugees can even sleep in the open with no disturbance from anyone.
7. Refugees in Uganda have freedom. They are allowed to make contribution to the local economy.
8. Another reason why Uganda welcomes Refugees is because many Ugandans have had to flee conflicts including President and top Ministers were once exiles themselves.
9. Ugandans and Refugees are able to trade with each other – one way the government has encouraged cohesion between the two groups.
On the other hand, some Ugandans are not happy with the government. Ugandan farmers and land owners complain that they are losing out to refugees but government insists they are squatting in areas en masse for those seeking asylum.
But as Ugandan population grows, for how long will this generosity continue?

A 34-year-old Nigerian woman from East Dulwich woman who was involved in a £40,000 money laundering scam was sentenced at Southwark Crown Court on Friday, September 16th.
Olamide Aina was found guilty at the court on Monday, August 8th of two counts of money laundering. She was sentenced to two years’ imprisonment suspended for two years for one count, and six months imprisonment suspended for two years for the second, both to run concurrently.
Aina allowed her account to be used as part of a scam in February 2013. The first victim, from Morocco, purchased two printing machines which were advertised on a fraudulent website and the £37,945.18 paid was eventually siphoned into Aina's account.
The second offence concerned the fraudulent sale of a lawnmower in July 2013. On this occasion a 29-year-old man lost £3,675 with the money again being found to have been paid into one of Aina's many accounts. Neither victim received the goods they paid for.
Aina was arrested on 15 July 2013 after detectives traced the bank records which were used to funnel off the fraudulent transactions. Police do not know who orchestrated the scam.
DC Michael Esangbedo, the investigating officer for Southwark Borough CID said:
"The investigation was complicated as Aina tried to hide the money trail. It was a well planned and complicated scam. Aina was no doubt motivated by greed and has never shown any remorse for her actions."

The welfare of the common man must be your top priority henceforth or God forbid, Nigeria and Nigerians will die in your hands.
Since you assumed office as President of Nigeria, there has been a remarkable dissonance within your government. I wonder who is in charge.
Sometimes I wonder whose thoughts you're thinking or whose agenda you're executing; while at other times, I wonder if you are held hostage by the gangsters called The Cabal.
Can you say you are oblivious of the hardship and suffering we all are going through?
I remember two years ago when I visited the Aso villa, then occupied by your predecessor. During our discussion and my lamentation about the nigerian youths I was not particularly shocked by a reaction that seemed like one throwing both hands in the air and saying "Charly, I am held hostage here, I am surrounded by enemies".

NIGERIA POLICE RECRUITMENT 2016 SCREENING DATE
The Nigerian Police Force began its recruitment exercise of 10, 000 candidates on April 1st as approved by the Federal Government of Nigeria. We have update this morning; the police authority has now fixed a date for examination and screening exercise for the shortlisted applicants from the over 800,000 that applied for the Nigerian Police Recruitment 2016.

DP Lawmakers Protest, Refuse Kachikwu Entrance into Chamber Over Fuel Price Hike
The House of Representatives in Nigeria on Monday began a special session to deliberate on the Federal Government’s announcement of an increase in the price of Premium Motor Spirit known as Petrol.
However, plenary degenerated into a rowdy session, as lawmakers of the Peoples Democratic Party (PDP) refused to allow the Minister of State For Petroleum, Dr. Ibe Kachikwu, to be admitted into the chamber.
The Minister was invited to brief lawmakers on the situation in the petroleum sector.
But the PDP lawmakers waved the National flag, singing protest songs and were hell bent on not allowing the Minister entry into the Representatives’ chamber.
The lawmakers, who were on recess had convened a special session to question the Minister on the decision of the government to hike price at a period the nation was facing its worse petrol scarcity crisis.
Dr. Kachikwu on May 11 announced a new price band of 145 Naira per litre of petrol, linking the hike to the difficulty in getting foreign exchange and the inability of the nation’s refineries to produce at optimum capacity to cushion scarcity that has lasted for over five months.

Former Senate President David Mark at the weekend said Nigerians can now spot the difference between the Peoples Democratic Party (PDP) government and the ruling All Progressives Congress (APC).

Nationwide Strike: FG Begs Organised Labour – Says there is no alternative to new petroleum price regime
Ahead of the planned nationwide industrial action by the Nigeria Labour Congress (NLC), the Trade Union Congress (TUC) and a coalition of the civil society groups on Wednesday over the new price of petroleum, the federal government has requested for the understanding of all Nigerians, appealing to the organised labour to sheathe their sword.
Speaking to journalists in Abuja on Monday, the Minister of Information and Culture, Alhaji Lai Mohammed, who was accompanied by the Group General Manager (Group Public Affairs) of the Nigerian National Petroleum Corporation (NNPC), Alhaji Garba Deen, said this is not the time for any action that would further worsen the nation’s economy.
He said the situation that informed the new regime of the price of petroleum is dire, saying it is a global crisis, and that the policy was designed to permanently solve the problems.
‘’For instance, the United Arab Emirates, the third-biggest oil producer in OPEC, has become the first country in the oil-rich Persian Gulf to remove transport fuel subsidies. In addition, the country has announced that with effect from August 1, 2016, fuel prices will be deregulated’’, the minister stated.
‘’Also, in response to fiscal pressure caused by the fall in crude oil prices, OPEC’s top oil producer Saudi Arabia has announced a plan to raise fuel prices. You can now see that this is indeed a global problem.’’
Mohammed said with the drastic fall in the price of crude oil, which is the nation’s main foreign exchange earner, drastic reduction in the amount of foreign exchange available, the unavailability of forex and the inability to open letters of credit — which had forced marketers to stop product importation and imposed over 90% supply on the NNPC, since October 2015, in contrast to the past where NNPC supplies 48% of the national requirement, the federal government had no option than to announce new price of the product.
The federal government’s spokesman added: “The truth is that the NNPC does not have the resources for, nor is it designed to meet this increase in supply. The result is the crippling fuel situation across the country.
‘’Pushed to supply 90% of the products required for domestic consumption, the NNPC has continued to utilize crude oil volumes outside the 445,000 barrels/day allocated to it, thereby creating major funding and remittance gaps into the Federation account.
‘’As I said earlier, there is no provision for subsidy in the 2016 Appropriation. The erstwhile PMS price of N86.50 gives an estimate subsidy claim of N13.7 per litre which translates to N16.4 billion monthly. There is neither funding nor appropriation to cover this.’’
The minister added that the renewed insurgency and pipeline vandalism in the Niger Delta had also drastically reduced the national crude oil production to 1.65 million barrels per day, against 2.2 million barrels per day planned in the 2016 budget, saying this had further reducing income to Federation Account and also affecting crude volumes for PMS conversion and impacting Federal Government’s forex earnings.
‘’Let me also note that the resultant fuel scarcity has created an abnormal increase in price, resulting in Nigerians paying between N150 and N300 per litre as prevalent hoarding, smuggling and diversion of products have reduced volumes made available to citizens’’, the minister further stated.
‘’In the absence of available forex lines or crude volumes to continue massive importation of PMS, it is clear that unless immediate action is taken to liberalize the petroleum supply and distribution, the queues will persist, diversion will worsen and the current prices will spiral out of control.’’

CCT commences hearing of case against retired Controller of Custom, Taiwo Owolabi.
ABUJA (CCT’s Report) – Code of Conduct Tribunal recently commenced hearing of a case against a retired Controller of Custom, Rasheed Owolabi Taiyo, after being on sine-die for 3 years, on alleged failure to declare his asset throughout his career as public servant.
When the matter was listed for mention in Abuja, the defense counsel, Festus Ukpe, told the court that he had filed a motion on notice since 27th April, 2016, and he expressed readiness to move the motion.
However, the prosecution counsel, Fadima Kere Ahmad, disclosed to the court that she was just served with the motion from the legal department of the Code of Conduct Bureau, though the Office of the Chairman, CCB, was served with the motion since 27th April, 2016, as stated by the defence counsel.

Mr. Ukpe insisted that the matter has been filed since 2013, and the prosecution has failed to open the case. He therefore urged the Tribunal not to indulge the prosecution any further adjournment, subject to the discretion of the Tribunal.
Tribunal Chairman, Danladi Yakubu Umar, assisted by William Agwadza Atedze, ruled in favor of the prosecution, and adjourned to 26th May, 2016, for motion.
The case against Rasheed Taiyo Owolabi was filed before the Tribunal on 6th June, 2012, for alleged failure to declare his asset throughout his service career, contrary to paragraph II (1) of the fifth schedule, part 1 and punishable under paragraph 18 (1) and (2) of the Constitution of the Federal Republic of Nigeria 1999, as amended.

Three days to the threatened mass action against government’s increase in the price of petrol, indications emerged yesterday that the Federal Government would meet organised labour today in Abuja over the issue, dangling a carrot before labour leaders.
The Guardian learnt that at the meeting slated for 3:00 p.m. at the Federal Ministry of Labour and Employment, the Federal Government will be coming to the parley with the proposal for a new minimum wage that is fixed at N45, 000.But the increase comes with some provisos including reduction in the number of civil servants and merging ministries and agencies.
Indeed, the President of the Nigeria Labour Congress (NLC), Ayuba Wabba confirmed the scheduled meeting saying he got a text message inviting him and other labour leaders to the meeting.
A source in the Presidency told The Guardian that ministers had been told to lead the initiative on the downsizing.Also, the Efficiency Unit in the Federal Ministry of Finance, which is saddled with coming up with cost reduction strategies is working on the template for the reduction.
The Federal Government would also be relying on the report of the Steve Oronsaiye’s panel on the rationalisation of the civil service in the streamlining process.
It was also learnt that though government said it would not devalue the naira, it would indeed embark on what it termed ‘appropriate’ value of the national currency, which may be in the region of N283 to the dollar.
Meanwhile, fuel scarcity persisted in most of the major cities of the country yesterday despite hopes that petrol would be available since government at the last Federal Executive Council meeting raised the pump price of petrol to N145 per litre.Yet, some outlets are retailing for as high as between N150 and N175 per litre.
A visit to some areas in Lagos showed that most petrol stations were under lock and key, with only one or two selling the product for N145 per litre.
In a related development, the Arewa Defence League (ADL) has called on Nigerians to stand by the current administration over the recent increase in pump price of petrol, saying the increase is not meant to worsen the sufferings of the masses but aimed at ensuring availability and sustainability of the product.
But the NLC President, Ayuba Wabba, berated the government that promised to create jobs but was now tinkering with the idea of embarking on one of the most massive job losses Nigeria has every witnessed.
He added: “We cannot be talking about creating jobs and at the same time be talking about mass sacking of workers. This is a government that promised jobs and now, it wants to embark on mass sacking of workers. It is difficult to reconcile the two extreme ends. We will not accept any proposal for job cuts if put across to us.”
Wabba pointed out that the challenge of retrenching workers has always been that government at all levels has failed to make provision for payment of entitlements.
He explained: “Well, every employment has terms of agreement. Nobody can force any worker on an employer and no employer can insist a worker works for him. The issues are about the totality of the corruption that has characterised the downstream sector for many decades. Simply pegging the exchange at some N285 or so will not address the problem. It is a simple matter that if the demand outstrips the supply end, the price of the dollar will increase and Nigerians will continually pay for petrol. So, there would be no to price increments if the fundamentals are not discussed.”
Wabba said while labour is open-minded about all the issues, it will push for solving the challenges with timelines that would be respected.

Attendants at one of the filling stations along Oshodi -Apapa Expressway, Lagos told The Guardian yesterday the retail station had already run out of the commodity before the announcement of the new price regime.
Experts believed that the recent hike in the price of fuel would lead to hardship and have therefore urged government to initiate measures to ameliorate the effects on the economy.

According to him, only seven per cent of the nations in the world practise full deregulation of the sale of petrol, adding that the United States does not practise full deregulation as the American government controls the price of petrol.

Governor Tambuwal Shuts Specialist Hospital in Sokoto
Governor Aminu Tambuwal of Sokoto State on Friday ordered the closure of the state-owned Murtala Muhammed Specialist Hospital located at Unguwan Rogo area of Sokoto town.
The governor gave the order during an unscheduled visit to the hospital to assess the state of facilities there, which he described as appalling.
Information about the closure was made known in a statement made available to newsmen by the Governor’s spokesman, Malam Imam Imam in Sokoto.
Imam stated that patients were moved to other public hospitals in the state capital following the order.
He stated that a feasibility study would commence immediately on how to upgrade the hospital and reopen as soon as possible.
He added that “an upgrade will start immediately and as soon as it is completed, it will be converted into a renal and cardiac centre
which establishment was earlier announced by the state government.
“The Murtala Muhammed Specialist Hospital will be upgraded and the new facility will become the cardiac and renal centre.”
