French President Says Boko Haram Remains a Threat

French President Francois Hollande has told President Muhammadu Buhari not to relent in the fight against Boko Haram, saying that despite recent sucesses, the sect remains a threat.
Hollande, who was on an official visit to Nigeria, said this at the Aso Rock Presidential Villa, Abuja, on Saturday during a joint press conference with Buhari shortly after both leaders had held bilateral talks.
This was before the second regional security summit hosted by Buhari in furtherance of his administration’s efforts towards enhancing the security of lives, properties and investments in Nigeria and neighbouring nations.
The French leader also observed that terrorism ‎was feeding on the weaknesses of the global financial system.
He said to combat terrorism, the global community had to fight corruption, dwindling economy “as well as tax havens.”
He added: “And this has indeed an impact on the terrorist groups and their ability to finance arms trafficking as well as terror attacks. Are we doing enough? We’ve achieved major progress already, ‎but this is not the end. So, we’ll continue to fight against all systems that enable all forms of trafficking.”
He said there had been impressive results in the fight against Boko Haram insurgents whom, he noted, had been weakened due to Buhari’s administration’s efforts and the cooperation of Nigeria’s neighbours.
He said France had been providing intelligence, training and equipment to support the missions of the Multinational Joint Task Force set up to contain Boko Haram.
Hollande said apart from signing a letter of intent that would further agreements in defence matters, he 
and Buhari also signed agreements on agriculture as well as on technical, scientific and cultural matters “as well as agreements on development. As you my know, the French Development Agency invests a lot in Nigeria which is the first beneficiary of its loans.”
Buhari, while responding to a question on his assessment of the current level of the threat by Boko Haram, said all the territories hitherto captured by the sect had been liberated.
He said: “When we came in, they were controlling 14 local governments where the hoisted a flag 
and declared it a republic or a kind of caliphate of some sort. But now, they’re not holding any 
local government. They’re exploiting available technology in terms of using improvised explosive device on soft targets–in mosques, churches, markets and motor parks.
“On the internally displaced persons, more than 60 percent of them are women and children, and more 
than 60 percent of the children are orphans. This is a pathetic situation and is a major problem we’re
 going to face in this country.”

    French President, Francois Hollande who is currently on an official visit to Nigeria has said Boko Haram remains a threat despite “impressive” military gains against it. He said this at a news conference in Abuja where he is to attend the regional security summit.

    “The results (of the counter-insurgency) are impressive” and the rebels had been “diminished and forced to retreat”, he told a news conference in Abuja where he is to take in the regional security summit.

    Hollande spoke after holding talks with President Muhammadu Buhari at the presidential villa before regional leaders met to discuss the conflict.

    Discussions at the security summit are expected to focus on the formal deployment of a new regional force comprising troops from Nigeria and its neighbours Benin, Cameroon, Chad and Niger.

PUBLIC ALERT: New Deadly Disease, SJS, Detected in Nigeria

Stephen Johnson Syndrome, (SJS), a new dangerous disease has been detected in Nigeria according to Health Minister Isaac Adewole. 

According to him, the disease has killed a Nigerian while another is currently undergoing treatment at the National Hospital Abuja.

“We have to find a means to communicate with Nigerians, so they should all be aware of this dangerous disease and it is the sole business of government to enlighten the society by trying to increase their awareness, knowledge and to improve their quality way of life," he said.

Dr. Olanrewaju Falodun a Senior Consultant Physician/Dermatologist at the National Hospital, Abuja, described the disease. 

“Stephens Johnson Syndrome, is an immune complex mediated hypersensitivity reaction that typically involves the skin and mucous membranes and was first described in 1922 by Albert 

Stevens and Frank Johnson,” Mr. Falodun said.

SJS is a rare and unpredictable reaction, and is also a minor form of toxic epidermal necrolysis with less than 10 percent body surface area involvement, the consultant said.

“SJS is a rare but serious and potentially life-threatening contagious drug reaction. Incidence of SJS is estimated between 1.1 and 7.1 cases per million per year and is more prevalent in women than men," he said. 

Symptoms of the disease include fever, sore throat, running nose, fatigue, general aches and pains, ulcers in mouth, genitals, anal regions as well as conjunctivitis.

The health complications, Mr. Falodun said, are pigmentation problems, skin scarring, scarred genitals, joint pains, lung diseases, obstructive disorders and eye complications, adhesions, ulcers, and blindness.

He however said the cause of the disease remained unknown in a quarter to half of cases but that self-medications appeared to be one of its causes.

He urged the public not to misuse drugs and called on individuals with previous drug reactions to always inform healthcare practitioners so that they would be able to predict who is at risk of the disease using genetic screening.

President Buhari Not Sound in Economy, Foreign Affairs - Obasanjo

Former President Olusegun Obasanjo says President Muhammadu Buhari may not do well in economy and foreign affairs, except in military matters.

“Buhari is not a very hot person on the economy and foreign affairs,” Obasanjo said.

The former President stated this on Monday at the third International Conference on African Development Issues, themed, “Driving inclusive and sustainable development in Africa: Models, methods and policies”, organised by Covenant University, Ota, Ogun State.

While reacting to a question posed to him by a member of the audience Obasanjo said: “I will tell you what I know and I will tell you what I don’t know. I know Gen. Muhammadu Buhari. He served under me in the military. His characteristics that I know, his behaviour that I know, he has not deviated from them. He was never a perfect man, he is not a perfect man and no leader can ever be a perfect man because they are human beings. But if you read my book, what I said about him is correct. He is not a hot person when it comes to economy. He is not a very hot person when it comes to foreign affairs. But he will do well in matters of military and he will do well in fighting Boko Haram.”

The former president also said he tried his best in fighting corruption, especially in the recovery of funds looted by the late Gen. Sani Abacha and that as of the time he left the government, about $1bn was still to be recovered.

DICON to Produce APCs this Year

The  Defence Industries Corporation of Nigeria (DICON) has complied  with the Federal Government’s approval of the establishment of Public Private Partnership (PPP) Units in Federal Ministries, Department and Agencies (MDAs) to drive industrial development and produce Armoured Personnel Carrier (APCs) before the end of this year.
To this end, the Director-General of DICON, Maj-Gen Bamidele Ogunkale, has officially inaugurated PPP Unit at the Corporation Headquarters with the support of Infrastructure Concession Regulatory Commission (ICRC) that organised a two-day training programme before its take-off.
In a statement on Friday by the DICON Public Relations Officer, Maj. Emmanuel Adeniyi, Ogunkale requested for approval to execute a Joint Venture Agreement (JVA) between the agency and PROFORCE Limited for joint designing and producing APCs for the armed forces and other agencies.
This, according to him, was a followup to the agreement reached at the 97th DICON Board meeting held at the headquarters, Kaduna, early this year.
He recalled that the Board had directed that all proposed JVAs should be forwarded to the ICRC for its technical input and in line with due process which dovetailed into the recent training programme packaged to broaden the horizon of DICON Management staff on PPP matters.
He further disclosed that the Chairman of DICON Board, Amb. Danjuma Sheni had earlier drawn  the attention of the Corporation to a Circular which directed that PPP Units be established in the MDAs, adding that the recent inauguration was in compliance to that directive.
Ogunkale also explained that he invited the PROFORCE Chief Executive Officers to be part of the training package as the arrangement to partner with them had gone beyond secondary level, stressing that “before the year runs out I am optimistic that some APCs must have been rolled out”.

It however added that a benchmark of N145 per litre, as a recommended pump price, at which any trader, irrespective of the source of foreign exchange used to import cargo is guaranteed adequate profit. Forex problems caused N145 petrol price – FG

The Federal Government, yesterday, hiked the price of Premium Motor Spirit, PMS, also known as petrol, directing marketers to sell at between N135 and N145 per litre. Government also stated that any Nigerian firm could now import the product, subject to existing quality specifications and other guidelines issued by regulatory agencies. In a statement in Abuja, the Petroleum Products Pricing Regulatory Agency, PPPRA, the agency responsible for determining products prices in the oil sector, said the decision to allow marketers fix the price within the new price band of N145, became imperative in the face of extreme difficulties faced by importers in sourcing foreign exchange. According to the PPPRA, to meet the consumption demand of the country, importers will henceforth be permitted to source for their foreign exchange requirements from secondary sources. In the statement signed by Acting Executive Secretary, Mrs. Sotonye Iyoyo, the PPPRA said with immediate effect, the new price band for PMS shall be at a maximum of N145 per litre, noting, however, that NNPC retail stations on the outskirts of major cities were advised to sell at a price lower than N145 per litre. She said: “We are conscious of the difficulties that Nigerians have been going through in the last few months, and to ameliorate this situation, we shall continue to modulate pricing in accordance with prevailing market dynamics, thereby ensuring fair value to all citizens.” Also, briefing newsmen at the State 

FUEL-Price-changeHouse, Minister of State for Petroleum Resources, Dr. Ibe Kachikwu, yesterday, defended the jerking up of pump price of PMS, saying it was the only way out of the exorbitant prices of between N150 to N250 which Nigerians are subjected to at filling stations across the country. He stated that the new policy would lead to improved supply and competition and eventually drive down pump prices, as experienced with diesel. In addition, he argued that the increased price would also lead to increased product availability and encourage investments in refineries and other parts of the downstream sector, while it would also prevent diversion of petroleum products and set a stable environment for the downstream sector in Nigeria. He, however, stated that Federal Government had articulated many social protection programmes in the 2016 budget to cushion the effect the hike might have on Nigerians. Rising from a meeting chaired by Vice President Yemi Osinbajo, which also had other stakeholders, including the leadership of the Senate, House of Representatives, Nigerian Governors Forum, and Labour Unions (NLC, TUC, NUPENG, and PENGASSAN), at Aguda House, official residence of the Vice President, Kachikwu said: “The reason for the current problem is the inability of importers of petroleum products to source foreign exchange at the official rate due to the massive decline of foreign exchange earnings of the Federal Government. “As a result, private marketers have been unable to meet their approximate 50 per cent portion of total national supply of PMS.” Highlighting contents of the briefing, Kachikwu said: “We have just finished a meeting with various stakeholders presided over by His Excellency, the Vice President. The meeting had in attendance the leadership of the Senate, House of Representatives, Governors Forum, and Labour Unions (NLC, TUC, NUPENG, and PENGASSAN). “The meeting reviewed the current fuel scarcity and supply difficulties in the country; exorbitant prices being paid by Nigerians for the product, ranging, on the average, from N150 to N250 per litre currently. “The meeting also noted that the main reason for the current problem is the inability of importers of petroleum products to source foreign exchange at the official rate due to the massive decline of foreign exchange earnings of the Federal Government. As a result, private marketers have been unable to meet their approximate 50% portion of total national supply of PMS. “Following a detailed presentation by the Minister of State for Petroleum Resources, it has now become obvious that the only option and course of action now open to government is to take the following decisions: NEW FUEL PRICE—Minister of State, Petroleum, Dr. Ibe Kachikwu, briefing newsmen on the new fuel price, yesterday, in Abuja. “In order to increase and stabilise the supply of the product, any Nigerian entity is now free to import the product, subject to existing quality specifications and other guidelines issued by regulatory agencies. 
NEW FUEL PRICE—Minister of State, Petroleum, Dr. Ibe Kachikwu, briefing newsmen on the new fuel price, yesterday, in Abuja.
“All oil marketers will be allowed to import PMS on the basis of FOREX procured from secondary sources and accordingly PPPRA template will reflect this in the pricing of the product. “Pursuant to this, PPPRA has informed me that it will be announcing a new price band effective today, May11, 2016 and that the new price for PMS will not be above N145 per litre. “We share the pains of Nigerians but, as we have constantly said, the inherited difficulties of the past and the challenges of current times imply that we must take difficult decisions on these sorts of critical national issues. “Along with this decision, the Federal Government has in the 2016 budget made an unprecedented social protection provision to cushion the current challenges.  We believe in the long term, that improved supply and competition will drive down prices. “The DPR and PPPRA have been mandated to ensure strict regulatory compliance including dealing decisively with anyone involved in hoarding petroleum products.” It’s inevitable  — LCCI Reacting to the development last night, the Lagos Chamber of Commerce and Industry, LCCI, in a statement by its Director-General, Muda Yusuf, said: “The decision by the Federal Government to liberalize the petroleum downstream sector is inevitable given the acute resource constraint that the country is faced with at this time. “The overregulation of the sector and the subsidy regime had put enormous pressure on government finances and on our foreign reserves. It was evident that the policy choice was not sustainable. The review is in the long term interest of the economy and the people. “Petroleum subsidy management has been characterised by serious transparency issues for several decades. There are two components of the subsidy phenomenon. “The first is the actual subsidy, which is the differential between the pump price and the landing and other costs of fuel. The second (and more disturbing component) is the blatant corruption inherent in the fuel subsidy regime. “For several years, the Nigerian economy suffered severe bleeding from this phenomenon; with subsidy payments in the one trillion naira threshold, and even more. In an economy with huge deficit in economic and social infrastructures, it was simply scandalous. It is in the overall interest of the economy and citizens for it to be discontinued. “One of the critical elements of the Oil and Gas Sector reform, particularly the downstream sector, is the complete deregulation of the sector. This will create a number of advantages for the economy. It will free resources for investment in critical infrastructures such as power, roads, the rail systems, health sector, education sector etc. “The deficiency in all of these infrastructure areas is phenomenal. Fixing infrastructure will greatly improve productivity and efficiency in the economy and impact positively on the welfare of the people. “It will boost private investment in the downstream oil sector especially in petroleum product refining. This will ultimately reduce importation of petroleum products and ease the pressure on the foreign exchange market as well as foreign reserves. “It will eliminate the rampant patronage, rent-seeking activities and corruption that currently characterise the downstream oil sector. It will improve product availability and eliminate fuel queues. It will create more jobs for the teeming youth of the country in the downstream oil sector as investment in the sector improves. “However, for the objectives of the new policy to be achieved, the current foreign exchange policy needs to be urgently reviewed to improve liquidity and transparency in the foreign exchange market. Only a limited success will be achieved if the current rigidities in the management of the foreign exchange market persist.” We shall resist the increase —NLC In a swift reaction, the Ayuba Wabba faction of the Nigeria Labour Congress, NLC, rejected the increase and vowed to resist it alongside its civil society allies, calling on government to revert the hike to avoid a nationwide mass protest and industrial unrest. On its part, the Joe Ajaero faction, equally rejected the hike, warning that there would be massive resistance by organized labour jointly to ensure that this further injury and hardship on Nigerians does not stand. IPMAN commends FG Alhaji Abubakar Maigandi, the Vice President, Independent Marketers Association of Nigeria (IPMAN), has commended the Federal Government on the new pump price of petrol. Maigandi told the News Agency of Nigeria(NAN), yesterday, in Abuja that the decision would help to put to an end the persistent petrol scarcity in the country.

I Am More Interested In Repatriating Nigeria’s Stolen Assets Than Apologies – Buhari

President Muhammadu Buhari on Wednesday said he is more interested in repatriating Nigeria’s stolen assets than any apology from British Prime Minister, David Cameron, following sour remarks ahead of the Anti – Corruption Summit in London.
He said this during a question and answer session with journalists after delivering a keynote address on “Why We Must Tackle Corruption Together” at a pre-summit conference of development partners, the Commonwealth Enterprise and Investment Council, Transparency International and other civil society groups.
The President said Britain should be prepared to hand over to Nigeria assets left by former government officials, as he has nothing to do with apologies.
He maintained that what is uppermost in his mind is the return of assets and funds stacked away in Britain and other countries back to Nigeria.
“I am not going to demand an apology from anybody from anybody. All I will demand is the return of assets.
“I have already mentioned how Britain really led and how disgraceful one of the Nigerian executives was, he had to dress like a woman to leave Britain and leave behind his bank account and fixed assets, which Britain is prepared to handover to us.
“This is what I am asking for, what will I do with apology; I need something tangible”, he said.
Mr Cameron was caught on camera telling the Queen that the UK would be greeting leaders of some ‘fantastically corrupt’ nations on Thursday and citing Nigeria and Afghanistan as one of those countries.
The Anti-corruption Summit that will begin in the UK on Thursday is expected to come up with a declaration that will make it faster to repatriate all stolen funds back to their countries of origin.
The Acting High Commissioner of Nigeria to the United Kingdom, Mr Simon Orga, said the declaration would remove all obstacles and bottlenecks that had impeded the repatriation of such funds.
Agreement will also be reached on the repatriation or extradition of persons that had looted their nation’s funds to ensure they faced trial.
Mr Orga expressed optimism that the summit would remove all impediments to the efforts of the Nigerian President to get all stolen money in the UK repatriated.
“At the end of the conference there will be a declaration and it will focus on all stolen wealth that are in the UK to have them repatriated.
“It will be faster to facilitate the repatriation of the assets that are abroad and even the people behind it, leaving abroad could be extradited to Nigeria.
“It has gone beyond the shores of Nigeria and many world leaders already know the implication of fighting corruption and that is why they have conveyed the summit,” he told Channels Television’s correspondent, Chukwuma Onuekwusi.
An Old Snapshot Of Nigeria
The Presidency had on Tuesday said Mr Cameron’s statement that Nigeria is a “fantastically corrupt” country is not reflective of the anti-corruption posture of the Muhammadu Buhari’s administration.
A spokesman for the President, Mr Garba Shehu, gave the response hours after a video of a conversation between, Mr Cameron, Queen Elizabeth, the Archbishop of Canterbury, Justin Welby and the Speaker of parliament’s House of Commons, John Bercow was published online.
He said Buhari was changing all that was wrong with Nigeria, including corruption, stressing that the president’s efforts reflected in his selection as a keynote speaker at a pre-summit in London.
He said: “It (Cameron’s statement) is certainly not reflective of the good work that the President is doing. The eyes of the world are on what is happening here.
“The Prime Minister must be looking at an old snapshot of Nigeria. Things are changing with corruption and everything else. That, we believe is the reason they chose him as a keynote speaker at the pre-summit conference”.
Mr Shehu further commended the Archbishop of Canterbury for emphasising that President Buhari was not corrupt.
He said Nigeria cherished the good relationship between the two countries and that nothing would truncate the relationship.

Obama to make historic visit to Hiroshima

Barack Obama will become the first sitting US president to visit atomic bomb-struck Hiroshima during a trip to Japan later this month, the White House said Tuesday.
Obama, accompanied by Prime Minister Shinzo Abe, will make the deeply symbolic visit on May 27, after attending a G7 summit in southern Japan, said spokesman Josh Earnest.
The White House described the trip as an effort to highlight the US “commitment to pursuing the peace and security of a world without nuclear weapons.”
Obama will visit the once ruined city’s Peace Memorial Park “where he will share his reflections on the significance of the site and the events that occurred there,” said senior Obama foreign policy advisor Ben Rhodes.
The announcement comes after months of speculation in the US and Japan that the president, a Nobel peace laureate, would make a visit to the city devastated in the final days of World War II.
On August 6, 1945, the US dropped the world’s first atomic bomb on Hiroshima, killing around 140,000 people, including those who survived the explosion itself but died soon after from severe radiation exposure.
Three days later, the US military dropped a plutonium bomb on the port city of Nagasaki, killing some 74,000 people.
The bombings remain controversial in the United States and across the world with opinion sharply divided on whether their use ended the brutality of the war and avoided a US invasion of Japan, or whether dropping atomic weapons on civilians constitutes a war crime.
Japan has long urged world leaders to visit Hiroshima and Nagasaki to see the horrors of the atomic bombings and join efforts to eradicate nuclear arms.
But some have been concerned that Obama’s visit would be seen as an apology for events of seven decades ago.
A presidential visit could also rile Obama’s opponents and some in the military whose predecessors carried out presidential orders to drop the bombs.
The visit would come at a particularly sensitive time. This December marks the 75th anniversary of Japan’s attack on Pearl Harbor, in Obama’s home state of Hawaii.
But the White House was eager to stress that Obama’s visit is not an apology.

Army arrests 17 suspected cultists, robbers in Rivers



Operatives of the 2 Brigade of the Nigerian Army, Port Harcourt, have arrested 17 suspected cultists and armed robbers.
The Army also recovered arms and ammunition, including dynamites, from the hoodlums from the various locations in the state.
Briefing newsmen before parading the suspects in Port Harcourt on Tuesday, the Assistant Director,zArmy Public Relations, 2 Brigade, Captain Eli Lazarus, said arrests were made during their operations in Ahoada East, Ogbogoro in Obio/Akpor, Omoku in Ogba/Egbema/Ndoni, Omuonwa and Isiokpo in Ikwerre LGA.
Lazarus listed arms and ammunition recovered from the arrested suspects and others at large as 16 AK 47 rifles, five General Purpose Machine Guns, two fabrique national rifles, six pump action rifles, 11 dane guns and three G-3 rifles.
Others, according to him, are three G-3 magazines, 11 fabrique national magazines, 15 AK 47 rifle magazines, 508 rounds of 7.62mm (NATO) ammunition, 313 rounds of 7.62mm (special) ammunition, two Berratta pistols, three cartridges, 14 rounds of 0.9mm ammunition and two revolver pistols.
Lazarus also listed 14 military boots, three military belts, one fragment jacket, three lane yard, one cartridge belt and nine pieces of dynamite as other items recovered during their ongoing operations.
He said, “The 2 Brigade of the Nigerian Army has stepped up its operations to stem the tide of criminal activities in its areas of responsibility. To this end, several raid operations were conducted on suspected criminal/cultists hideouts.”
Lazarus stated that the suspects would soon be handed over to the appropriate agency for further investigation.
He assured residents that the Brigade would continue to work assiduously and make sacrifices to clear criminals in its area of responsibility.

Special task force on pipeline vandalism

AN initiative by the Muhammadu Buhari Administration to root out oil and gas pipeline vandalism by establishing a special task force against the menace is a step in the right direction. While the move is belated, it is coming in spite of a special military task force that has actually been in existence to counter the destructive activities of Niger Delta militants. The challenge facing the government is how to strategically re-invent the security architecture in protecting critical oil infrastructure, forging a permanent solution to the threat through military action and high-end technology.
In a no-nonsense homily he delivered during his state visit to China in April, the President literally threw down the gauntlet to pipeline vandals. “Those who are sensible should have learnt a lesson. Those who are mad, let them continue in their madness,” he said. “I’m aware that, in the last two weeks, the national grid collapsed a number of times. I hope this message will reach the vandals and saboteurs who are blowing up pipelines and installations. We will deal with them the way we dealt with Boko Haram.” This warning resonates with all segments of the hard-pressed Nigerian society.
The vandals have had the upper hand for too long, disrupting crude oil production, supply of crude to the refineries and gas to the thermal power stations. For the past two months, electricity supply has been virtually non-existent in several parts of the country. Therefore, Buhari should not stop at talking tough. Other past presidents did so too, but didn’t put anything concrete in place to realise their objective. Buhari should go the whole hog by implementing a bold security plan to force the militants to their knees. This is because, in spite of the President’s directive, tension heightened last week when militants from the Niger Delta Avengers blew up the Chevron Okan platform and the Shell/NNPC oil pipeline in Delta State. Shell, which had already lost 250,000 barrels per day production to the February attacks, declared another 90,000bpd loss. Reuters said the attacks had depressed Nigeria’s production to an all-time low of 22 years at 1.69 million bpd.
In February, all the four refineries were totally shut down because vandals disrupted the Shell Forcados export terminal pipeline and the Lagos-Escravos pipeline again, throwing the nation into cyclical petrol shortages. Although the Transmission Company of Nigeria attained an all-time peak of 5,074 megawatts on February 2, Vice-President Yemi Osinbajo said that the nation lost 3,132MW shortly thereafter because the gas pipelines were vandalised. In September 2015, vandals slaughtered 10 State Security Service agents in Arepo, Ogun State, in their attempt to siphon petrol. In January, the Nigerian National Petroleum Corporation shut down two of its four refineries in Port Harcourt and Kaduna following the damage to the Bonny-Okrika and Escravos-Warri pipelines. The refineries had hitherto been producing 5.4 million litres of Premium Motor Spirit daily before then, supplementing importation.
The effect of vandalism on revenue has been colossal. It has badly hit the Federal Government’s 2016 crude oil production target of 2.2 million barrels per day. A report by the NNPC and the Nigerian Extractive Industry Transparency Initiative calculated that the economy lost N8.6 trillion between 2011 and 2015 to pipeline breaches. NNPC data said the nation lost N103.4 billion to pipeline repairs and management from January to December 2015, and N57.7 billion in crude oil losses. This is too much. Buhari must implement a security plan that will stop vandals and saboteurs as other countries with similar oil infrastructure are doing.
The United States has 2.22 million kilometres of underground oil pipeline system, according to the CIA World Factbook, far more comprehensive than Nigeria’s 12,714km. Although America’s network is owned by the private sector, the US government supports the companies by deploying its security forces, which monitor the system through patrols and aerial surveillance. In 2003, the George Bush administration committed resources, helicopters, intelligence-gathering and training of the Colombian military to protect an oil pipeline linking the two countries. We urge Buhari to move fast on this plan and save the economy from further losses.
Pipelines are difficult to protect and can be so easy to damage by determined vandals.  To achieve its goal, the security intervention should be backed with the use of technology, as it is being done in America and other countries. According to Washington DC-based American Petroleum Institute, one of its most effective tools is “smart pig” technology. “The smart pig can detect corrosion, cracking or other defects to pipeline walls, and is used to plan preventive maintenance,” the API said. Buhari and Ibe Kachikwu, the Minister of Petroleum Resources (State), should combine this with a practical, sustained, all-out offensive against the militants.
The allegations that previous task forces were undermined because some military personnel sent there colluded with the militants to carry out oil theft should not be taken lightly. The President should conduct a comprehensive review of past operations ahead of empowering a new task force. This way, militancy can become a thing of the past, giving the economy the needed boost.
The NNPC should sensitise the Niger Delta communities against harbouring vandals and explore ways for them to play a role in pipeline protection by sharing intelligence with the security agencies.

Nigeria spends N14,000 daily to feed each prisoner


Nigerian government is annually spending N10billion for feeding of prisoners in the country, minister of Interior, AbdurRahman Dambazau has said.
With the country’s estimated prison population of 57,000, the government is roughly spending N14,000 for a three-square meal of each prisoner per day.
Speaking at a town hall meeting in Kaduna on Tuesday, Dambazau said his ministry is searching inward to see how it can harness some revenue sources in the sector to complement government’s efforts.
“It is unacceptable for government to be commiting N10 billion every year on feeding of prison inmates,” Dambazau said.

French President, Hollande to Visit Nigeria as Buhari Hosts Security Summit



In furtherance of the ongoing efforts by his administration to enhance the security of lives, property and investments in Nigeria and neighbouring countries, President Muhammadu Buhari will host the second Regional Security Summit in Abuja on May 14, 2016.
A statement issued in Abuja on Tuesday by the Special Adviser to the President on Media and Publicity, Mr. Femi Adesina, said participants in the summit would include President Francois Hollande of France who hosted the first Regional Security Summit in Paris on May 17, 2014.
Adesina said Buhari and the French president who is scheduled to arrive Abuja on Friday on an official visit to Nigeria would be joined at the summit by the Presidents of Cameroon, Niger Republic, Chad  and Benin Republic.
He said: “The United States, Britain, Equatorial Guinea, the European Union, ECOWAS, the Economic Community of Central African States and the Gulf of Guinea Commission will also be represented at the summit which will have the successful conclusion of ongoing military operations against Boko Haram at the top of its agenda.”
Adesina said speedy resolution of the humanitarian crises caused by the barbaric atrocities of the terrorist group would also feature prominently on the summit’s agenda.
The president’s aide said Buhari would receive Hollande  and the French delegation at the Presidential Villa on Saturday morning before proceeding to the summit.
It is expected that new agreements on further defence and cultural cooperation between Nigeria and France would be concluded and signed after talks between the two presidents and their officials.

At Senate Hearing, Emirs, Herdsmen Clash with N’Central, Southern Leaders over Grazing Reserves

Stakeholders at a one-day public hearing on farmers and herdsmen’s clashes organised by the joint Senate Committees on Agriculture and National Security and Intelligence in Abuja were shocked on Tuesday when herdsmen rejected the federal government’s proposal to create ranches for cattle rearing.
Stakeholders were even more shocked when prominent Northern leaders threw their weight behind the Miyetti Allah Cattle Breeders’ Association.
The government’s proposal was conceived to stop the incessant killings of innocent Nigerians by herdsmen as well as perpetual hostility between the farmers and herdsmen in different parts of the country.
However, the herdsmen, under the aegis of Miyetti Allah, pushed for the creation of grazing reserves and routes, which would sustain their nomadic tradition of moving cattle from one part of the country to the other.
But representatives of the South-east and North-central zones sharply opposed their submission and threw their weight behind federal government’s presentation by the Minister of State for Agriculture, Senator Heineken Lokpobiri, on the government’s plan to create ranches for cattle rearers and consequently restrict their movement.
But Miyetti Allah which was represented by its legal adviser, Tukur Bello, asked respective governments and community  leaders to “preserve and demarcate trans-human routes and cattle resting points with support from technical and financial partners.”
The group also asked the governments to review past interventions and reports, and simultaneously work out a comprehensive development action plan under the auspices of the National Council on Agriculture for the smooth transformation of livestock production, including all actors in the value chain from pastoralists to transporters, markers, consumers and dealers in livestock by-products.
They also demanded the creation of a Federal Ministry for Livestock Development in Nigeria in line with practices in most African countries that have a large livestock population like Kenya, Tanzania, Ethiopia, Senegal, Mali, Burkina Faso, Niger Republic, Chad, Cameroun and Central Africa Republic.
The group also demanded the funding of grazing reserves development from the Central Bank of Nigeria (CBN) intervention fund and SDG fund, and asked for support from technical financial and development partners like the World Bank, the Food and Agriculture Organisation (FAO) of United Nations, European Union and the International Fund for Agricultural Development (lFAD), among others.
The submission of Miyetti Allah was strongly supported by the Sultan of Sokoto, Sa’ad Abubakar III; Emir of Kano, Muhammad Sanusi II, Emir of Zazzau and Emir of Katsina, who were all represented by individuals and affirmed that they had been sent to support the position of cattle rearers.
Their position was also supported by Professor Ango Abdullahi and Senator Jubril Aminu who claimed that grazing reserves were created by the late Sardauna of Sokoto, Ahmadu Bello, and should be sustained.
But Ohanaeze Ndigbo, which was represented by Mr. Paddy Njoku, opposed Miyetti Allah’s demand for grazing routes, saying the nomadic tradition of raising cattle was archaic and outdated and should be phased out.
Njoku also said Ohanaeze supported the idea of ranching as against grazing reserves, and advised the federal government to immediately disarm herdsmen and forthwith commence moves for the rehabilitation of communities.
He insisted that cattle rearing was a private business and hence, it would be wrong for the government which belongs to all to deploy state resources to fund it.
Earlier in his submission, Lopkobiri said Nigerians needed to embrace the United States and Saudi Arabian models which created ranches for cattle rearing.
He said the development made their cattle more productive, pointing out that Saudi Arabia currently produces 4.7 million litres of milk daily for the entire Middle East.
Lokpobiri added that restricting the movement of cattle had become imperative if cows were expected to be productive, adding that when ranches are created, cattle will be healthy because they will be provided with water and grass.
He also said the development would curtail the spread and transmission of cattle-borne diseases to man.
Lokpobiri recalled that when there were repeated cases of conflicts between farmers and herdsmen in the United States, the problem was resolved through the creation of ranches for cattle rearers.
He disclosed further that since Saudi Arabia did not have fertile land to grow grass, they contracted the business of growing grass to a United States firm which he said grows the grass for them and periodically exports it to Saudi Arabia.
The junior minister also compared cattle rearing in Nigeria with Brazil, noting that whereas Brazil has 220 million cows, Nigeria has less than 19 million, recalling that 415 grazing reserves which once existed in Nigeria had been taken over by buildings and land acquisition.
He added that 5,000 hectares of land had been provided by governors from nine states to aid the provision of ranches, disclosing that the land would be well utilised for the provision of boreholes, dams and medical facilities for the treatment of cows.
Lokpobiri also said in view of the projection that Nigeria would become the third most populous country in the world, the government had earmarked plans to import animal semen for artificial insemination to aid in the productivity of cattle and avert starvation in future.
In his submission, the Chief of Defence of Staff (CDS), Lt.-General Gabriel Olonisakin, who was represented by Major-General Edward Nzeh, said following the presidential order to end the killings by herdsmen, the CDS had cultivated the collaboration of military agencies with paramilitary agencies to tackle the menace.
He also said the CDS was working on the establishment of a joint task force to patrol affected areas and simultaneously mop up illegal arms in circulation among herdsmen, adding that the military was working with other security outfits to protect the borders.
On his part, the Inspector General of Police (IG), Solomon Arase, who was represented by an Assistant Inspector General of Police (AIG), Ibrahim Idris, said sharing borders with neighbouring conflict-prone countries of Cameroun, Niger and Chad had led to the proliferation of arms among herdsmen whom he said migrate to the southern part country.
He also said the police are prepared to control the possession of firearms, even as he described cattle rustling as a criminal activity which must be duly punished.
The IG also disclosed that 70 cases of cattle rustling had been recorded while 99 conflicts between farmers and herdsmen had also been documented.
But contrary to Lokpobiri’s claim that the killers were not Fulani, a representative of Southern Kaduna insisted that killers of Southern Kaduna people were Fulani men whom he said wanted to seize communities in the area.
He warned that Southern Kaduna people would resist any attempt to take their land and give to another group of persons.
But the chairman of the joint committee, Senator Abdullahi Adamu, interrupted him, saying all land belonged to the federal government and the government reserved the right to take any land anywhere it wishes, threatening further that only “government has the monopoly on violence.”
